New York City Mayor Zohran Mamdani is warning that property taxes could rise nearly 10 percent if Albany refuses to send more money to the city.

The proposed NYC property tax hike would affect more than 3 million residential properties and over 100,000 commercial units. Mamdani called the increase a last resort as he works to close a major budget gap.

“We do not want to have to turn to such drastic measures to balance our budget,” Mamdani said. “But, faced with no other choice, we will be forced to.”

Hochul Refuses Broader Tax Increases

Governor Kathy Hochul, who is running for reelection in November, has not supported raising taxes on corporations or wealthy residents. Her office recently outlined a budget proposal that did not include major new tax increases, according to the New York State Executive Budget.

Hochul has already earmarked $1.5 billion in additional funding for New York City. Mamdani argues that the amount is not enough to support his $127 billion city budget plan.

Under New York law, any property tax increase would require approval from the City Council. Details on municipal finance requirements are outlined by the New York State Office of the State Comptroller.

Political Resistance Builds

City Council leadership has signaled opposition to the proposal. Deputy City Council Speaker Nantasha Williams said raising property taxes without reforming the system would be difficult to pass.

Real estate groups and business leaders also criticized the idea. Manhattan Chamber of Commerce CEO Jessica Walker said, “New York does not have a revenue problem. It has a spending velocity problem.”

Political analyst Lee Miringoff of Marist University described the move as bold but risky. He suggested Governor Hochul is unlikely to change her position under pressure.

Budget Pressures Mount

Mamdani’s administration must close a roughly $5 billion budget gap before the new fiscal year begins July 1. State law requires New York City to maintain a balanced budget.

The city’s budget has grown sharply over the past decade. In 2017, then Mayor Bill de Blasio proposed an $82.1 billion plan. Mamdani’s latest proposal totals $127 billion.

Much of that growth has been supported by higher tax revenues tied to Wall Street bonuses and a strong financial sector. Critics argue spending has expanded faster than long term revenue growth can sustain.

Progressive Promises Meet Fiscal Reality

Mamdani was elected on promises of free childcare, no cost bus service, rent freezes, and expanded city programs. His initial budget did not include full funding for several of those proposals, though Hochul agreed to support expanded childcare for two year olds.

The standoff now highlights a broader tension between City Hall and Albany. Mamdani’s ability to fund his progressive agenda depends heavily on state cooperation.

With election season approaching and political pressure rising, both leaders face a difficult choice. Whether the threat of a property tax hike shifts negotiations remains uncertain.
