A Florida mother is facing serious charges after police say she abandoned her teenage child and seven dogs in a filthy, dangerous home while she went on a two-week Las Vegas vacation.
Jessica Copeland, 37, was arrested Tuesday by the Putnam County Sheriff’s Office in Palatka, Florida. She faces one count of child neglect, three felony animal neglect charges, and four misdemeanor animal neglect charges. Her bond is set at $36,000.
Deputies responded after concerned family members called for a welfare check. The first call came Monday from a relative out of state. When deputies arrived, an adult outside the house claimed to be cleaning before Copeland returned. A teenager in the home also told deputies everything was “fine,” so they left.
Family Video Revealed Starving Dogs
Later that same day, another family member contacted police again, this time with disturbing video evidence. According to the sheriff’s office, the video showed three dogs that were severely emaciated. The caller also warned there might be no food or running water inside the house.
Deputies returned with the agriculture detective and were let inside by the teen. What they found was shocking.

Start Your Plan Today“The home was covered in layers of feces, garbage, and debris,” the sheriff’s office said. “Multiple dogs were severely malnourished and had no food or clean water.”
Home in Years of Neglect
The teen told deputies that Copeland had left for Las Vegas on July 21. Different people had stopped by to bring him food, but the house had been in poor condition for years. According to him, Copeland refused to clean it.
Among the most serious findings:
- Two dogs locked in a bedroom with four inches of feces and no food or water
- One dog in a cage, severely thin, also without food or water
- Four more dogs roaming in the living room, surrounded by filth
- Water bowls filled with insects
Putnam County Sheriff H.D. DeLoach did not hold back. “A mother made the conscious choice to abandon her own child in a filth-ridden home,” he said. “This wasn’t neglect. This was deliberate cruelty, both to her child and to the animals she left behind.”
Arrest and Aftermath
Copeland returned home Tuesday morning while animal control officers were removing the dogs. She was arrested on the spot without resistance. In bodycam footage, officers told her the home was in “deplorable” condition and that the animals were close to death.
“She is now on extended vacation at the Putnam County Jail,” the sheriff’s office said in a statement.
The seven dogs have been surrendered to the county and are being treated. They will be available for adoption once they recover.
“Let me be clear,” Sheriff DeLoach added. “Our community will not tolerate this level of selfish disregard for human and animal life.”
